i actually also kinda like the baseboard outlets. They make sense to me. The reason most homes dont have them anymore is just that its more work.

Baseboard outlets = less dangling cord = less tripping hazard.

Then again.. i may be eccentric, as every room in my house now has at least one ceiling outlet too, and most have as many as 4
 
jenkum is correct. Baseboards are simply the bottom rail of 34 inch raised panel wainscoting. Im still making all the panels, but i can put up the bottom rail as baseboards ahead of time so the room is usable.
So are you putting the outlet in the basboards or the wainscoting?

But,but, the ADA(15" off floor). Yeah, yeah, doesn't apply to single-family homes, not even new construction.

walls are wavy as fuck, so the wainscoting is getting built in place. This means that the base rail of the wainscoting can go up first, and serve as a baseboard while i get all my ducks in a row for the stiles and the raised panel and top rail.

also, i have super limited wire access. So its hard to fish new outlets mid wall. Baseboards are easier.
Johan mentioned paneling and I imagined the worst.
I've used coved plaster ceiling corner for similar reasons - great pocket to run wire through behind the mesh.
