The military would take control of the government and then start a process to sort things out. They would not unleash upon populace just because some evil president proclaimed the US citizenry to be the enemy.

No, the people aren't going to conquer the military with their deer rifles but they don't have to. The guarantee of mass slaughter and millions of armed guerillas that could never really all be rooted out is deterrent enough.
