Mostly those she considered "unfit", which included certain (non-white) races, as well as anyone who in her view is poor, disabled sick, "feeble-minded", or whatever she deems "substandard".

It's basically code for anyone who isn't white, Anglo-Saxon, well to do, and fits her definition of "better".

Unfit, yeah. Plenty of that. However I have yet to find anything that states that she thought that black people (or any race) were unfit

My humble 2cents.
Its a medical procedure and should be covered by a health insurance plan that everyone should have access to. It should be considered just like any other surgery. Like a Vasectomy is. It should be done in a safe and dignified environment by trained professionals.
